Bloqia Terms of Use
Last updated: 9 de octubre de 2026
These terms govern the use of the Bloqia platform (website, web application, and mobile applications) provided by Mario Burgos (“Bloqia”), contact soporte@bloqia.es. By creating an account, you accept these terms, the Privacy Policy, and the Cookie Policy.
1. The service
Bloqia allows communities of owners to manage their day-to-day operations: communication between neighbors, documents and minutes, accounting, incidents, common area bookings, and voting. During the current phase, the service may be offered on a trial basis; features and plans may evolve and will be communicated within the app.
2. Account and accuracy of information
- Access is via a link sent to your email (passwordless). You are responsible for safeguarding your email inbox.
- You must be over 14 years of age and provide accurate information, in particular regarding the property unit you occupy and your relationship to it (owner, resident, relative, maintenance staff).
- Access to a community’s data requires an authorized neighbor (the owner of your property unit or the board) to verify your membership. Until then, you can only use the verification chat.
- Community roles (president, vice-president, property manager) grant additional powers and are governed by the internal decisions of the community in accordance with the Ley de Propiedad Horizontal.
3. Rules of use
You agree to:
- Not impersonate another person, property unit, or community role.
- Not post any unlawful, defamatory, discriminatory content, or content that infringes on the rights of third parties (including the image and data of other residents).
- Not input third-party personal data without legal basis, nor special categories of data (health, ideology, etc.).
- Not attempt to bypass the security, verification, or usage limit mechanisms of the service.
Bloqia may remove content and suspend accounts in the event of non-compliance. Furthermore, communities have internal mechanisms (moderation by the board, expulsion of members, motions of no confidence) which remain the sole responsibility of the community itself.
4. User and community content
The content you upload remains yours (or your community’s). You grant Bloqia the license strictly necessary to host, process, and display it to neighbors authorized by the permission system. Upon deleting your account, your community content is anonymized in accordance with the Privacy Policy.
5. Availability and warranties
The service is provided on an “as is” basis, striving for maximum availability.
Bloqia may modify, limit, restrict, or suspend, in whole or in part, the service or any of its features at any time. This applies in particular to the free use of the service — both during the formation stage of a community and once the community already has a president, provided it has not subscribed to a paid plan — the provision of which incurs infrastructure costs without consideration and the continuity or scope of which is not guaranteed. Changes that substantially affect an active community’s use of the service will be notified in advance through the app with a minimum of 30 days’ notice, allowing the community to export its data before the restriction takes effect. This notice will not be required when the restriction is due to security incidents, legal obligations, or force majeure events; in such cases, information will be provided as soon as reasonably possible. If your community has subscribed to a paid plan, the provisions of Section 6 shall also apply.
Likewise, Bloqia may apply technical limits on capacity, quota, or speed (for example, restrictions on concurrency or request frequency) when necessary to protect the viability, security, or stability of the service. These limits shall not be considered a substantial restriction for the purposes of the advance notice period above, provided that the essential features of the service and the export of community data remain accessible; if their duration is prolonged, efforts will be made to communicate them through the app.
Regarding accounting, the app is a monitoring and recording tool: it allows for the logging and viewing of income, expenses, and invoices, but it does not manage or validate the community’s accounts. The management, accuracy, approval, and legal liability of the accounts belong solely to the community and its governing bodies (board, president, vice-president, and, where applicable, property management), in accordance with the Ley de Propiedad Horizontal. Bloqia does not provide accounting, tax, auditing, or legal advice; the figures and automatic invoice reading (OCR) are for support and informational purposes only, and the official documents of the community (minutes, approved accounts) shall prevail over what is reflected in the app.
Regarding meetings and minutes, Bloqia is likewise a support tool: it assists in preparing the meeting notice and the minutes (including drafts generated by artificial intelligence, which the board must review), collecting the signatures of the president and secretary, and archiving the document. The notice, the holding of the meeting, the validity of its resolutions, and the content of the minutes are the sole responsibility of the community and its officers, in accordance with the Ley de Propiedad Horizontal. In particular:
- The signing of the minutes in the app is a simple electronic signature: it records who approved it and when, but it is not an advanced or qualified electronic signature.
- The Bloqia stamp on the approved minutes is a non-qualified electronic seal: it serves to verify that the PDF has not changed since its approval, but it does not certify that its content is correct or that the resolutions are valid.
- The minutes in the app do not replace the community’s minute book or its official registration, nor do they replace professional advice (property management, legal counsel).
- Once approved, the minutes cannot be modified: any corrections must be made through the community’s own channels (next meeting or a signed amendment), and Bloqia will keep the original stamped version.
- The same applies to the meeting notice, the outstanding debt certificate, and the payment demand: they are issued by the community and its officers (the certificate by the secretary with the approval of the president) based on what the board logged in the app; Bloqia prepares, stamps, and sends them, but does not verify that the recorded debt is correct.
Bloqia is not a party to any relationships or disputes between neighbors or between the community and third parties, nor to any challenges to board resolutions.
6. Paid plans and refunds
If your community subscribes to a paid plan, the features included in the plan will be maintained during the paid period. If Bloqia substantially restricts or discontinues essential features of the subscribed plan, or terminates the agreement without cause attributable to the community before the end of the paid period, the community shall be entitled to a pro-rata refund of the portion of the price corresponding to the unused period (for example, the remainder of the year in annual payment plans). The refund will be processed using the same payment method used for the purchase, within a maximum of 14 calendar days from the date the restriction or termination becomes effective.
The complete terms of contracting, pricing, renewal, cancellation, withdrawal, and refund for each plan are set out in the specific terms of the plan and the refund policy shown and accepted at the time of contracting; in the event of a conflict with this section, those terms shall prevail to the extent they are more favorable to the community.
7. Support and issue resolution
The management of the community is the responsibility of the community itself. In particular, the following fall exclusively under the competence of the community and its board (president, vice-president, and, where applicable, property manager):
- Verification, roles, expulsion, and readmission of neighbors.
- Moderation of content posted by neighbors and resolution of disputes between them.
- Decisions regarding documents, accounting, voting, bookings, and incidents, as well as handling, in the first instance, requests from neighbors regarding community data.
For all of the above, please contact your board directly through the app. Bloqia support (soporte@bloqia.es and Profile → “Report a problem”) deals exclusively with issues that the community cannot resolve on its own: technical failures of the platform, infrastructure security incidents, and the exercise of rights over your account data.
8. Termination
You can delete your account at any time through the app. Bloqia may terminate this agreement with reasonable notice, and without notice in the event of a material breach. The community may export its data (chats, accounting) prior to termination. If, at the time of termination by Bloqia, the community has an active paid plan and the termination is not due to a cause attributable to the community, the pro-rata refund provided in Section 6 shall apply.

Annex — Data Processing Agreement (art. 28 RGPD)
This annex regulates the processing carried out by Bloqia on behalf of the community of owners using the service (the “Community”), which acts as the data controller for its management data (members and property units, communications, documents, accounting, incidents, bookings, and voting).
- Purpose and duration. Bloqia will process said data solely to provide the service described in these terms, for as long as the Community uses it.
- Instructions. Bloqia processes data in accordance with the documented instructions of the Community, as implemented through the configuration of the service and the actions of its bodies (board, president, property management) within the app.
- Confidentiality. Authorized Bloqia personnel are subject to a duty of confidentiality and only access data when strictly necessary for support or operations.
- Security measures. Bloqia implements the measures under art. 32 RGPD described in the Privacy Policy (encryption in transit, server-side authorization, member verification, auditing, anti-abuse, backups).
- Subprocessors. The Community grants a general authorization for the subprocessors listed in Section 6 of the Privacy Policy. Bloqia will inform of any changes to subprocessors with reasonable advance notice, and the Community may object on justified grounds.
- Data subject rights. Bloqia will assist the Community, as far as possible and through the service tools, in responding to the rights of the neighbors (access, erasure, portability, etc.).
- Security breaches. Bloqia will notify the Community without undue delay of any security breaches affecting its data, providing the available information required under art. 33.3 RGPD.
- End of service. Upon termination, the Community may export its data using the app’s export tools; after a reasonable period, Bloqia will delete the data unless there is a legal obligation to retain it.
- Audit. Bloqia will make available to the Community the information necessary to demonstrate compliance with this annex.
